In the early 1990s, an African-American District Attorney arrives in Boston from Brooklyn, campaigning for change, and forms an odd alliance with a corrupt but revered FBI veteran committed to protecting the status quo. They team up to take on a family of armored car robbers from Charlestown in a case that grows to engulf and eventually upend Boston's criminal justice system.
