Elliot Ness, a young Treasury Agent, arrives in Chicago with the intention of bringing down Al Capone. He realizes, however, that this won't be an easy task because Capone has the Chicago police force in his pocket. Ness crosses paths with Jimmy Malone, a seasoned patrolman who is widely considered to be the most honorable officer on the unit. He requests assistance from Malone in apprehending Capone, but Malone forewarns him that he will be thrust into conflict if he pursues Capone.
