Gunboat USS San Pablo is assigned to monitor a tributary of China's most exploited river in 1926. Engineer Jake Holman joins the crew. On board the ship, he quickly clashed with the "rice-bowl" system that operates it and the symbiotic relationship that exists between Chinese and non-Chinese people on the river.
