The director of the KCIA, KIM Gyu-pyeong, is the candidate who appears to have the best chance of becoming second-in-command. In the middle of a reign of fear, a former director of the KCIA named PARK Yong-gak, who is familiar with all of the government's covert operations, flees to the United States, where an inquiry into the scandal known as "Koreagate" is currently taking place.
