During his reelection campaign, crooked politician Paul Madvig chooses to clean up his act, rejecting the mobster Nick Varna's support and aligning himself with the respectable reforming politician Ralph Henry. When Ralph's son, Taylor Henry, a gambler and Paul's sister Opal's boyfriend, is assassinated, Paul's right arm, Ed Beaumont, discovers his body on the street. Nick manipulates The Observer's financial predicament to push publisher Clyde Matthews to use the publication to create suspicions that Paul Madvig killed Taylor.
