When one of his friends, a Latin American journalist, is murdered, Holland is compelled to come out of retirement to dismantle a Central American government's network of political torture. Doctor Clement Molloch, the murderer, is the master sadist responsible for the political torture of innocent victims. Holland, posing as a journalist, draws Molloch out of his fortified headquarters by using the widow and daughter of his dead buddy as bait. When Holland abducts Molloch's sister, the doctor is taken on a wild chase to an abandoned opal mine, where he eventually confronts Holland.
