When Pamela's daughter is kidnapped and held hostage, she and her estranged husband Jeremy, a Senior Police Officer, are left desperate and with no choice but to follow the kidnapper's rules: send messages through dispatch ordering all police and fire units to disperse to remote locations throughout the city, where they are met with chaos. Without knowing who or why, they do know that if they fail to collaborate discreetly, they will be entirely accountable for facilitating the city's largest crime. They must now choose between saving the city and saving their daughter in a race against the clock.
