Roy Parmenter is a San Diego FBI agent whose partner was murdered 20 years ago by a Soviet spy known as Scuba, who is still on the loose. Scuba is now attempting to extort money from the Soviets, and to demonstrate his seriousness, he is assassinating their operatives one by one, including "sleepers," deep-cover spies waiting for orders. Jeff Grant, a high school senior and Air Force Academy applicant, is interviewed by Roy. Roy discovers Jeff's parents are sleepers during a standard background check. He must determine whether Jeff is a spy, confront the parents while protecting them, and apprehend his arch-enemy. In the meantime, the Soviets have dispatched their own spy-catcher, Karpov, to apprehend Scuba. It's a game of cat and mouse when it comes to alliances.
