During the "Troubles," the British government did horrible things to the Northern Irish. In Ireland, American lawyer Ingrid Jessner and her activist partner, Paul Sullivan, try to find out what happened. But when Sullivan is killed on the street, Jessner teams up with Peter Kerrigan, a British investigator who is working against the wishes of his own government. Together, they try to figure out a plot that may involve one of Kerrigan's own coworkers.
