The tale of the next installment takes place in the winter of2028, amid hints of postwar reconstruction. Tensions are escalating in New Port City as protests against foreign cartel interests take place. This results in a shooting in which riot cops are involved. It all began with a terrorist named "Fire Starter" releasing a cyberbrain infection. Makoto Kusanagi's independent offensive squad entrusts the situation's suppression to their spirits and seeks their own retribution. The "tin girl" Emma and the "scarecrow guy" Burinda Junior are hidden beneath the incident's surface. Kusanagi's handling of the incident brings her closer to discovering what those two spirits sought.
