Agent Charles Barker of the FBI employs questionable methods to bring criminals to justice, methods that worry his new partner, Ellis Dove, because they frequently cross the line into the illegal. In the first season, Barker is the subject of an investigation into possible misbehavior on the part of his fellow FBI agents. The allegiance of Dove is tested when Ray Beaumont (Larry Gilliard), an internal affairs agent, approaches him for information. Afterwards, Dove discovers some troubling information about Barker's background.
