Marshal Flagg, a retired cop, learns that his old foe, outlaw McKaye, is back in town and preparing a crime. To find McKaye, Flagg is arrested by McKaye's gang and finds out that McKaye is no longer the boss, but is only an old relic by the new commander, Waco. When Mackaye refuses to shoot Flagg, Waco abandons them both. Flagg then brings Mackaye back to town, only to discover that he has been "retired", and that the new marshal and the city fathers are stupid and useless.
