Nounours is the nickname for a "cousin," an informer who has a special arrangement with the police: he receives 10% of the drugs seized as a result of his assistance. Inspector Gérard Delvaux takes over when his personal contact, inspector Maurin, commits suicide. Meanwhile, Judge Lambert is investigating the police officers' illegal practices. Her relentless investigations, which had cornered Maurin, are leading to Gérard, as well as Nounours, as the source of heroin that has resulted in recent fatal overdoses.
