On a rainy night in an arms factory outside Shanghai, a young female worker is brutally murdered in a game of Russian roulette because she is suspected of stealing a package of bullets from the cruel Boss Ding (Liu Kai Chi). Approximately six weeks after that, a string of bizarre deaths occurs in the factory, all of which appear to be the result of gunshots, yet no bullets have been located. In the factory, workers start to be afraid because of rumors about a curse that can kill them. Song Donglu (Lau Ching Wan) and Guo Zhui (Nicholas Tse) are sent into the investigation to find out what happened to the phantom bullets.
