In the middle of Christmas vacation, there is an unusual and fierce snowstorm that comes through town. Usagi and her friends enjoy their time off. The evil Snow Queen Kaguya has come back and wants to rule the world. Queen Kaguya's plan is based on a magical crystal from outer space that is coming to Earth disguised as a comet. Afterwards, she will be able to take away all life energy and cover the Earth in ice. Queen Kaguya will not be able to find the crystal before Sailor Moon does. It's not clear if her powers will be enough to keep the Earth from being frozen for good. In order for there to be any hope, you need the Legendary Ultimate Scout Power!
