Ching is a detainee at a Hong Kong jail that houses a sizable number of mainland Chinese detainees. Ching flees to visit his infant son, who has been placed in an institution. He surrenders to authorities, but the angry chief of security, Zau, arranges for Ching to be falsely accused by the Mainland gang led by the amiable Dragon. Dragon and Ching then flee separately and, as fugitives, form a bond. Ching gets apprehended and instigates a commotion in order to protect his hide from the Mainlanders. Ching exacts vengeance on Skull (who, in collaboration with Zau, set him up) and Zau during the turmoil.
