Blackie and his associates assassinate an illegal immigrant who had won an excessive amount of money in a card game one night in the New Orleans slums. The next morning, Dr. Clint Reed of the Public Health Service verifies that the dead man had pneumonic plague, according to the police report. Clint must track down and inoculate the murders and their associates in order to avert a terrible outbreak. He must do it with the reluctant assistance of police captain Tom Warren, against official mistrust, and in complete secrecy in order to avoid the city being swept away in hysteria.
