He plays Mr. Alexander, an old-school crime leader who leads with both grandeur and brutality. He sends his greatest enforcer, Roman Hurst, for a routine prison hit (Foster). When the hit fails, Hurst is exiled from the city he almost ruled. 'The Iceman' (Rhames) and a vicious Mexican cartel are waging a struggle for the city's soul.
