Chuck Steel is referred to as "the best God damn cop on the force" by his long-suffering employer, Captain Jack Schitt, who says that the year is now 1986 and that it is no longer 1985. However, even this renegade, loose cannon, lone wolf, maverick, cop on the edge, who doesn't play by the rules has his work cut out for him when the Governor of Los Angeles decides to reduce the licensing hours for clubs and bars, which results in a sudden and unexplained increase in the number of high-profile people who go missing in the city. All of the cases of missing persons have one thing in common: the crime scenes were awash with blood, but there was no indication of the victim whatsoever. The police are at a loss until one of the victims manages to run away, at which point they get a breakthrough in the investigation. Chuck attempts to interview the victim in the hospital, but he is met by a mad elderly guy who calls himself Abraham Van Rental. Chuck is forced to flee the hospital. He warns Chuck, who doesn't believe him, that an awful plague is about to descend on the city of Los Angeles - the scourge of the TRAMPIRES, which are a deformed hybrid of tramps and vampires.
