Surat is the name given to one such group. They have chosen to take on Fumito Nanahara, a man who wields considerable political influence and effectively rules Tokyo with an iron grip. While utilizing the Internet to gather additional information about Fumito, they learn about "Tower," the shadowy entity behind Fumito that conducts human experimentation.
